Duplicate content issue with other Forum

@samuel: Thats a fair idea.
Including it in forum rules will be a better idea to prevent members from posting up such contents and even if some one accidentally posts such things and if miss to find it, then it won't make any problem as you have included it as a rule, and its only the thread starter's mistake to disobey rules and not yours.
