well... then your choice can be easily found. Just open any online store like flipkart and check it.

Samsung has few models in this range. just select few of them or any other brands. After that, I can help you decide if which one is better.

Thats why I said, slect 3-4 models and then I can help. Personally me and Ash both use same LG model, i.e LG P500 but its available for ~10K only.

For me all android phones are same except the hardware. that's I am saying select few and then we can decide.

You can take decide those models based on screen size, camera, processor, RAM etc and above all your budget.

I tested a Huawei Model IDEOS X5 for 13.8K few days back which was good too. But as i said, you should decide 3-5 models first.

2 things that made me go for a WP7 over Android are

    1. Fresh new look (Metro)
If you haven't seen a WP7 you won't believe how beautiful it looks.

    2. My range was same as yours. So I din't find a latest release Android phone at that range. All the phones at those range were released way back.
Mind you I always try to buy latest release phones rather than phones released way back.

From what Arnab told me a few months back, WP7 lacks basic features like Bluetooth file transfer, File manager.
Of course I would love to own a Windows phone, but it would be my secondary choice. With my Android phone, I feel I've a mini-laptop in my pocket.

Android has all the features you have listed, even the battery life has improved with the hundreds and thousands of custom ROMs that are available for various devices.
We also have tons of free apps which include Office Suites, Dropbox and other stuff which you could even use for work.

Look for these features while selecting an Android Phone:
    1. Screen size: More than 3.5 inches
    2. Gorilla Glass Display
    3. RAM: Over 512 mb
    4. Processor: 1Ghz Speed
    5. GPU: Armv7 or higher.
    6. Camera: 5 mega pixels or higher. (with flashlight)
    7. Battery: Higher than 1300 mAH
    8. Adobe Flash support for the browser.

You won't get a high end phone for that budget. I would suggest picking a phone like the Motorola Defy. It has the features that I mentioned, but its outdated and has been replaced by the Motorola Defy Plus.

Buy from a reputed brand like Samsung, LG or Motorola. Don't bother with the others. Read reviews about whatever phone you want to buy. For example, flipkart had different models of the Samsung Galaxy SII, they were sold as the Galaxy SII but they had noticeable differences in the hardware. I think they discontinued the models after lots of complaints.
