Basically "%temp%" is the command used for locating the temporary files created by Windows. By just navigating to Start>>Run and then typing "%temp%" in the run box, you can locate the temp folder.

The contents of temp folder can be deleted freeing up some disk space for you. That's all, you cant do more with "%temp%" command.
