Code:Im running windows xp home edition, version 2002 service pack 3. i currently have 512mb of RAM, but im going to add 2-3 more gb. if i add the extra ram, would i be able to download/run windows 7 on xp?

Well basically, officially there is no option of upgrading from Windows XP to Windows 7. You need to buy a full version instead of upgrade version to install it on your system.
You will need to do a clean install on one partition of your hard drive.
and regarding Memory requirement, you got enough memory to run it if you are planning for upgrade of your RAM.
Here,s the minimum requirements for Windows 7
1 GHz processor (32- or 64-bit)
1 GB of RAM (32-bit); 2 GB of RAM (64-bit)
16 GB of available disk space (32-bit); 20 GB of available disk space (64-bit)
DirectX 9 graphics device with WDDM 1.0 or higher driver
